The coronavirus disease 2019 (Covid-19) pandemic affected social conditions, economic activity and community welfare. The resulting slowdown threatened the national economy and created a need for recovery measures.

One government strategy to support community economic recovery was the 2020 labour-intensive mangrove planting programme in Panipahan Laut, Pasir Limau Kapas District, Rokan Hilir Regency, Riau Province.

According to Arifin, Head of the Bagan Siapi-Api Forest Management Unit (KPH), degraded mangroves covered 250 hectares. The community-managed labour programme planted 25 hectares, providing income for residents involved in the work.

The site also lies within the working area of BPDASHL Indragiri Rokan. The programme planted 82,500 api-api (Avicennia) seedlings and provided 1,520 person-days of work for Panipahan Laut residents.
